class=\"rich_media_content\"\u003e\u003cp\u003e在地方政府卖地收入依然不容乐观的背景下，地方的发展模式和财政收入汲取方式也需要及时转型。\u003c/p\u003e\u003cp\u003e近日，财政部披露数据显示，今年一季度地方政府性基金预算收入中的国有土地使用权出让收入（下称“\u003c!--VERTICAL_CARD_BEGIN_0--\u003e土地出让收入\u003c!--VERTICAL_CARD_END_0--\u003e”）5176亿元，同比下降24.4%。这一降幅与去年同期（-15.9%）和去年全年（-14.7%）水平相比明显扩大。\u003c/p\u003e\u003cp\u003e上海易居房地产研究院副院长严跃进告诉第一财经，今年一季度土地出让收入的下滑，是土地供应节奏“\u003c!--VERTICAL_CARD_BEGIN_1--\u003e高频少量\u003c!--VERTICAL_CARD_END_1--\u003e”、房企拿地意愿低迷及去年同期基数相对较高等共同作用的结果。随着稳楼市系列政策持续发力，房地产融资协调机制推进房企债务问题更好出清，预计这一降幅会持续缩窄至个位数。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e\u003cstrong\u003e土地收入持续下滑原因\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e土地出让收入是地方政府重要财源，2021年达到约8.7万亿元的历史峰值，此后受楼市低迷等影响，地方卖地收入“量价齐跌”，2025年这一收入降至约4.2万亿元，较峰值已然腰斩。今年一季度这一收入降幅有所扩大。\u003c/p\u003e\u003cp data-exeditor-arbitrary-box=\"image-box\"\u003e\u003c!--IMG_0--\u003e\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_0--\u003e导致地方卖地收入下滑的主要原因，依然是楼市持续低迷，房企拿地意愿较低。\u003c/p\u003e\u003cp\u003e国家统计局数据显示，今年一季度全国房地产开发投资同比下降11.2%；新建商品房销售面积同比下降10.4%；房地产开发企业到位资金同比下降17.3%。3月份，一线、二线、三线城市新建商品住宅销售价格分别同比下降2.2%、3.3%、4%。\u003c/p\u003e\u003cp\u003e除了需求端不振之外，为了稳楼市，地方政府在土地供应方面也有相应调整，这也影响一季度土地出让收入。\u003c/p\u003e\u003cp\u003e严跃进表示，地方政府不会像过去集中供地时期那样大规模出让，而是结合土地市场供求关系的变化和企业端的实际情况稳步推进。因此，各地政府普遍调整供地节奏，从以往集中大批量出让转向“小步快跑、高频少量”的模式，以适应房企有限的资金承接能力和精准投资需求。房企投资策略高度审慎，普遍聚焦一线及核心二线城市的“\u003c!--VERTICAL_CARD_BEGIN_2--\u003e安全地块\u003c!--VERTICAL_CARD_END_2--\u003e”，拿地节奏更加灵活分散。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e另外，他分析，2024年四季度系列稳楼市出台后带动了2025年一季度土地出让收入，基数相对偏高也使得今年一季度土地出让收入降幅较大，随着今年后续季度（二季度起）低基数效应逐步显现，这一降幅会出现技术性的边际收窄。\u003c/p\u003e\u003cp\u003e从各省份来看，地方土地出让收入情形有明显差异。\u003c/p\u003e\u003cp\u003e根据各省份财政部门公开信息，一季度江西省土地出让收入同比下降12.7%；受卖地收入下降影响，内蒙古一季度政府性基金收入同比下降32%；海南这一收入下降29.6%；而吉林省一季度土地出让收入同比增长169.2%，这主要是中心城市土地出让收入集中缴库。\u003c/p\u003e\u003cp\u003e由于房企签订土地出让合同价款到实际资金缴入国库普遍需要一段时间，因此土地出让收入数据存在一定滞后性（约1~3个月）。\u003c/p\u003e\u003cp\u003e因此，严跃进认为，一季度土地出让收入数据更多反映了2025年末土地市场相对平淡的成交情况。而今年一季度，各地重点城市的土地交易质量较高，尤其是优质住宅用地，中间不乏一些热点地块和交易行情，客观上对土地市场起到了托底作用。\u003c/p\u003e\u003cp\u003e不过，严跃进发现，从目前各大机构的统计数据看，今年一季度全行业土地交易数据确实出现较大跌幅，说明土地市场止跌回稳具有紧迫性。\u003c/p\u003e\u003cp\u003e严跃进认为，随着后续基期值的变化、房地产稳中向好态势的支撑、社会经济发展对土地要素需求的增加等，今年此类土地使用权出让指标有望出现改善。他预计全年土地出让收入仍有机会超过3.8万亿元，与去年相比可能出现5%左右的下滑。\u003c/p\u003e\u003cp\u003e\u003c!--VERTICAL_CARD_BEGIN_3--\u003e粤开证券\u003c!--VERTICAL_CARD_END_3--\u003e首席经济学家罗志恒曾对第一财经分析，预计2026年土地市场有望边际好转，土地出让收入降幅较2025年有所收窄，但可能难改负增长趋势。\u003c/p\u003e\u003cp\u003e从一些省份预算报告数据来看，各地对今年土地出让收入形势判断有明显差异。比如，广东预计今年当地土地出让收入增长5%；河南、河北、江西预计当地政府性基金预算收入增长约57%、22%和2%，浙江预计这一收入同比下降16.2%。\u003c/p\u003e\u003cp\u003e由于楼市变化难以预测，土地出让收入实际情况与预期情况可能有较大差异。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e\u003c!--VERTICAL_CARD_BEGIN_4--\u003e土地财政转型\u003c!--VERTICAL_CARD_END_4--\u003e\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_1--\u003e多位地方财政人士告诉第一财经，近年来土地出让收入下滑导致地方可用财力减少，加剧了地方财政收支矛盾。\u003c/p\u003e\u003cp\u003e中国人民大学财政金融学院教授李戎在“第一季度中国财政运行分析”学术研讨会上表示，与去年同期相比，今年一季度地方土地出让收入降幅有所扩大，彰显出地方政府仍面临较大的财政收支压力。地方过去依靠土地财政加大投资的稳增长模式，事实上已不适应当前的宏观经济情况，这需要地方政府转变发展模式和财政收入汲取方式。比如从过去更多依赖土地财政转向盘活国有资本、资产来增强自主财力，一季度\u003c!--VERTICAL_CARD_BEGIN_5--\u003e非税收入\u003c!--VERTICAL_CARD_END_5--\u003e增长主要受地方盘活资产等带动，也印证了这一点。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e当然，土地出让收入下降的影响并非表面数字那样大。由于土地出让收入是毛收入，收入减少的同时支出也会相应减少，且这一收入中若扣除土地拆迁等成本性支出，实际对地方政府可用财力的影响会明显减少。比如财政部此前披露一组数据称，若按照2022年土地出让收入减收约2万亿元匡算，影响地方一般公共预算财力约3000亿元，这一收入下降影响并没有那么大。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e为了对冲土地出让收入减少带来的影响，近年来地方加大盘活存量资产资源，带动非税收入增加。\u003c/p\u003e\u003cp\u003e财政部数据显示，2021年全国非税收入约为2.98万亿元，2025年这一收入增至3.97万亿元，较2021年增加约1万亿元。而这一增量收入主要来自国有资源（资产）有偿使用收入和国有资本经营收入的增长。\u003c/p\u003e\u003cp\u003e除此之外，“十五五”规划纲要明确提出要“合理提高\u003c!--VERTICAL_CARD_BEGIN_6--\u003e国有资本收益收取比例\u003c!--VERTICAL_CARD_END_6--\u003e”，中央财政已经在2025年率先将央企（非金融）税后利润的收取比例大幅提高，其中第一类烟草企业和石油石化、电力、电信、煤炭等资源型企业收取比例提高至35%。这也直接带来国有资本经营预算收入大增，并由此增加调入一般公共预算收入规模。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e财政部数据显示，2025年全国国有资本经营预算收入达到8547亿元历史新高，同比增长25%。而这笔收入中5741亿元调入了一般公共预算账本中，用于支持和改善民生等。\u003c/p\u003e\u003cp\u003e申万宏源证券首席经济学家赵伟预计，地方后续可能也会参考央企利润上缴比例要求，进一步提升地方国企利润上缴比例。假设后续地方国有企业按照央企标准调整幅度上调利润上缴比例，以2024年上缴基数为例，地方利润上缴收益同比或增长80%左右，多缴1800亿元左右。\u003c/p\u003e\u003cp\u003e为了缓解地方财政困难，今年中央对地方转移支付规模继续超过10万亿元，尤其是增加地方财力性转移支付。今年财政部选择部分省份探索开展整合统筹使用转移支付资金试点，增强地方统筹能力。\u003c/p\u003e\u003cp\u003e除了财政收入端多渠道给基层财政增收外，在财政支出方面，今年中国深入推进财政科学管理试点，通过推动\u003c!--VERTICAL_CARD_BEGIN_7--\u003e零基预算改革\u003c!--VERTICAL_CARD_END_7--\u003e、预算绩效评价等，来优化财政支出结构，将更多的资金投资于人，提高财政资金使用效益。\u003c/p\u003e\u003cp\u003e
